This should be it for #28. Can't make out the artist signature in the bottom right corner (D. Beck?) of this subscription ad. I loved it when they pilfered art work for their own misbegotten gains.

"Medical" is definitely Elder.

The Civil War guy with the pipe looks a bit like Arnold Roth's style, and he was part of the upcoming Humbug-Trump group... a pseudonym, perhaps?

According to Mike, the #28 Book Review writer (and maybe artist) was Bernard Wiseman.

------------------------------------

#29 Make Your Own Love-Story Comic had cut-outable images, word balloons, titles.
Artist?

To finish up #29 are a pair of what I think are Jack Davis images.

Mad Bubble Gum Cards

How to Give a Party for 17-year-olds

One other note about #29. I think the name Alfred E. Neuman is attached to his image for the very first time - inside back cover.

Definitely Davis for the last two, and it's Jack Kamen for the one before that ("Make Your Own Love Story").

Elvis Pelvis from #30 looks like Jack Davis.

Also, same issue, Wally Wood looks to be responsible for Morbid Dick and Walt Dizzy Presents Dizzyland.

Might the artist be HK as well? I'm looking at the guy's right hand...

It does appear to be similar to a Bernard Wiseman style:
